Livigno is a duty-free zone: fuel, alcohol, tobacco and perfume, among other things, are sold without VAT and excise duties, with quantity limits checked at the Foscagno customs post. Via Plan is the shopping street.
Why is Livigno called Little Tibet?
The nickname comes from the book "Livigno piccolo Tibet" by Alfredo Martinelli, from 1967: a high plateau enclosed by mountains, at 1,816 metres, which for centuries was cut off in winter. The duty-free status was born of that very isolation. Via Plan is the pedestrian street in the centre; the village has more than 250 shops.

Discover Livigno Via Plan
Via Plan starts in the Bivio area and runs through the centre of Livigno to the junction with Via Sant'Antoni, which leads into Plaza dal Comun, the municipal square. Along the way some stretches have been modernised, while others keep the look of the old village. The street lies at 1,816 metres, on the floor of the basin: this is where you can tell whether the snow has reached the houses or stopped on the slopes.
On this street there can be snow even in August. Usually at the end of the month, part of the snow stored since winter by snow farming is laid along Via Ostaria and Via Plan, which become a cross-country track complete with grooves. In the evening it hosts the Gara da li Contrada, the contest between the village's districts that began in 1980 and moved from winter to summer in 2015, together with the 1K Shot, between cross-country and biathlon champions.
Livigno's old houses were made of wood, with roofs of larch boards to hold the snow, and traces of them remain in the village. Via dala Gesa links Via Plan to the parish church of Santa Maria Nascente: the church is documented from 1325 and has been a parish since 1477. The present neoclassical building went up between 1884 and 1887, but the bell tower is still the fifteenth-century one.
The shopping street is recent history. Tourism in Livigno only took off in the late 1960s, when the tunnel dug to build the dam on the lake was opened to cars and brought visitors from northern Europe into the valley. In 1972, when VAT was introduced, the exemption was officially recognised. See also the view over the Livigno basin, all the Livigno webcams, the other Valtellina webcams or the map.
